Editor s note: This is the second of two editorials on issues related to Cheyenne Mayor Rick Kaysen s proposed 2013-14 budget.Cheyenne Mayor Rick Kaysen and members of the City Council both past and present have argued in favor of hiking garbage fees to keep their budget in balance.They rightly point out that there are few other places they can go to raise revenue on their own. But they wrongly have gotten in the habit of raising the fees without at least first considering all of their options.An example: Mr. Kaysen recently said that his budget for the next fiscal year is conservative. He argued that he rejected most requests (but not all) for new staff members and programs. But that is not conservative; that is status quo.A real conservative would dig into current spending to find out where savings can be made. Instead, Mr. Kaysen is asking for a 2.25 percent raise for city employees at the cost of 615,air max 1 uk,000. He will pay for it by you guessed it raising city sanitation fees.This has gotten out of control. According to city officials, the garbage department s annual revenues are 1.3 million above expenses. That means sanitation ratepayers are helping to fund a wide variety of city services, like parks, street work and salaries.A proposal from Councilmen Dicky Shanor and Sean Allen has the potential to alter that trend. They are asking that the city begin to reduce this excess with the aim of getting it to zero in five years. Meanwhile,true religion perfume, it would be moved from the general fund into the Solid Waste Fund.They also would like to see the department converted into an enterprise fund. If the mayor were forced to immediately remove the 1.3 million surplus from the general fund, he would have to make major cuts, do layoffs or both. It is hard to see the rest of the council agreeing to that.But the Shanor-Allen plan does have the ability to put the city budget on a diet while making things more transparent for residents. The two council members are sending the right signal: Ratepayers are tired of being milked with ever-rising fees that do not pay for trash pickup.It is time that the mayor be made to dig deeper into his budget and ferret out waste and inefficiencies. That is far preferable to running out the previous year s budget, tacking on some add-ins and then plugging holes by hiking garbage fees.At a minimum,celine bags, we urge the City Council to reject Mr. Kaysen s proposal for a rate hike and make him fund such things as raises with cuts elsewhere in his budget. Members also should set policies that require the use of fee hikes as a last resort and that they be fully justified.Finally, members should look at the implications of converting the sanitation budget to an enterprise fund. While we have supported that idea in the past and have been unhappy about the abuse of trash fees, it might be unwise to remove one of the few sources of city revenue should a crisis arise.

The industrial estate is swamped by dormant eye-sore buildings, how can a facility such as this not be a good thing?
